It depends what kind of dog you like — I personally love terrier’s — they are fiesty, fun and loyal. So my vote is the Westie!! They are much easier to groom than a Shih Tzu (which are cute too in their own way).
i have a shih tzu she does not bark at all
she is really mellow
she needs lots of grooming since i keep her long (my choice)
shes very socialable loves everyone
she likes to cuddle not always though
she loves to be held and likes to walk to check out things
shes stubborn and smart LOL
i love her so i would say shes nice to me
shes 11pounds full grown, sheds minimally, she does like to beg for food with this smile that she shows you her teeth its hard to resist, she walks well on a leash. that’s what i can tell you about a shih tzu through my experience owning one. good luck
1) The Westie tends to be a bit more vocal
Both can be nice!
2) Neither are nasty…unless you dont socialize them
3) Shih Tzus have hair that needs to be groomed while Westies tend to shed like other breeds of dogs

I LOVE WESTIES
The Shi-Tzu.Depending on the dog’s personality it can be a bit of a yapper but not that much.Their not all that aggressive but watch them around kids.They can be a butt to groom if you let them grow out their fur but not so bad if you keep them short and brush them every or every other day.Depending on the dog’s personality again depends on whether it tolerates strangers.My dog is warry while another Shi-Tzu down the street doesn’t really mind.Holding and cuddle factor.They love to be petted and cuddled and loved.Very good companion dogs.Doesn’t mind being picked up if their used to you.Very intelligent dogs and easy to train.Didn’t have alot of issues getting my dog potty trained.Best if you start training while their little.From the Shi-Tzus I’ve met they’ve been pretty nice dogs.like to lie in your lap and be scratched behind the ears.If you want a fairly quiet, smart,lay in you lap and play with you doggy I’d suggest the Shi-Tzu.Don’t know much about West Highlands maybe someone else might cover them.Both are very cute dogs!:p
