some airlines depending on the airline will allow small dogs of certian weights to be carried on the plain with you in a soft sided carrier other will check them in a cargo and be in the cargo area with the luggage call the ariline your planning to fly with and ask about there pet policies.

Here are airline policies.The airlines that allow dogs in the cabin limit the number of dogs and they travel as carry on so two people are needed for two dogs.Prices have gone up,expect to pay.
If you mean in cabin if they allow you to bring them they will have to be able to fit in the same carrier together otherwise they would have to go as cargo/checked luggage.
